Salam alaykum bro and sister,
Q. All kind of halal meat it is halal to eat even fresh or like the kilawin of ilocano?
ex. like fresh meat of fish or cow just they adding vinigar and onion wich did not cook
by fire..

alhamdulillahi rabbil a'alamin for giving us the guidance , the Magnificent Qur'an and the Sunnah of the Prophet,sas, and giving us this deen, Islam as a way of life.
its a way of life because it guides us to all aspects of life from before birth, until death and including food while we are living, alhamdulillah
Allah says in the Qur'an long time ago the answer if ever any one asks the Prophet,sas, about food:
"Yas'-alunaka maadhaa uhilla lahum qul uhilla lakum at-tayyibaat..." the meaning-" They ask you (O Muhammad,sas) what is halal for them (as food to eat), Say, halal(lawful) to you are attayibaat(all kinds of halal&good foods)"- and the list of halal meat follows after it.

now if we annalyze, what are halal are all halal and good foods- attayibaat. meaning among the general halal foods, you have to choose what is good for you, because there are also among the general halal foods which are sometimes not good for a person, example, sugar is halal but for a diabetic it is not good for him, so it becomes haram to consume beyond what is allowed., and we have many examples of this.
now coming to the question, about those halal meat and fish which are not cooked, if it is good also for you to eat such uncooked meat or fish then it can be halal, but uncooked meat and fish are the very easy route of parasite infection such as worms, and other fatal microorganisms such as e-coli, etc which are present in beef meat, coming from its intestines, which make the uncooked beef harmful for the body, therefore not good.
cooking is the easiest way of killing these parasites and microrganisms in meat and fish, therefore cooked halal fish and meat is more halal than uncooked ones.
the only exception for uncooked fish and meat to be good, if you have proven after eating them that you dont suffer any infection or parasite infestation, as proven by medical examinations & laboratory tests, then your gastric fluids might be strong enough to kill those parasites and microbes- then it might be good for you, but not for others who have weak stomach or gastric juices, who when eating those uncooked fish and meat suffer infection, etc.
yet if you review the way of the Prophet, sas, and his sahabah, they all ate cooked meat and fish, Allahu a'lam

It seems that nobody paid attention to your question brother.
Let me give you my opinion about it but my opinion is nothing more than a personal opinion - you should ask the more knowledgeable brothers about the issue.
As far as I know, all foods are halal except those which are specifically made/mentioned as haram. Therefore, as long as the meat is not a meat of an animal which is known to be haram to eat, then whether it is cooked or otherwise and does not cause health problems, it is halal in Islam by default.

And from them both you eat fresh tender meat (fish), and derive the ornaments that you wear. And you see the ships cleaving (the sea-water as they sail through it), that you may seek of His Bounty, and that you may give thanks.
